Application has been made for licence for a Charter to steamer Taba convey free Chinese emigrants to Peru direct on account of difficulties met with on Frisco route hitherto used. As Peru has treaty with China providing for immigration and that there is Chinese Consul resident in Peru I ask that prohibition against free emigration contained in your despatch 9th August 1892 may be withdrawn as done in case of Mexico by despatch (or) 334 10th October 1902.
